Charles Dirks, Attorney for Charles Karras, Jr. Officer Karras Pre-disciplinary hearing was held on 2/1/01 regarding the complaints from Jacob Johnson. The first incident was a traffic ticket, second incident was possession of marijuana and third incident was possession of marijuana. Mr. Johnson complained that he was handcuffed to the police unit on both incidents two and three. Officer Karras stated that he handcuffed him to the unit because Mr. Johnson appeared to be violent. He stated that other officers arrived in approximately one and one half minutes. This happened at four o’clock in the afternoon. Officer Karras stated that he was not trained in the police academy to handcuff a suspect to the front bumper of a police unit.
